Collocations are natural combinations of words. They can be adjective – noun, verb – noun, verb – adverb or adverb – adjective, for example. There are no rules for collocations.
So although it is natural to say heavy rain / light rain (heavy and light being opposites) we don’t say strong wind / weak wind.
Collocations for the opposite of strong wind could be light wind or gentle wind.
When you are learning vocabulary, much better that you learn words which are naturally used together.
